The Florida Department of Health, Bureau of Vital Statistics partnered with Netsmart to modernize its vital records system. This marks a significant milestone in the state's efforts to enhance the efficiency and accuracy of its data management processes. The collaboration aimed to address the challenges posed by an outdated system while meeting the growing demands for seamless data exchange and compliance with federal standards.

As with many states, Florida's vital records system—which registers vital events such as births, deaths, marriages and divorces—had long relied on outmoded legacy technology and methods. The system depended largely on paper records. While dependable for the preceding 30 years, this vital record keeping method had begun to show its age.
The technology they had been using for system access was particularly problematic. It led to high costs, frequent printing issues and persistent user frustration. And the system's limitations made it difficult to meet evolving national standards for data exchange, particularly with federal and state agencies.
As Ken Jones, Florida State Registrar over Vital Records, explained, "The old system created numerous bottlenecks, especially when it came to printing and mobility. It was clear that we needed a more robust, web-based solution to keep pace with the demands of modern data management."
Solution: Transition to a Web-Based Platform

To overcome the compounding challenges of the old system, Florida's Bureau of Vital Statistics decided to transition to a web-based platform provided by Netsmart. This new system was designed to streamline administrative tasks, improve data accuracy and enable greater mobility for users across the state, including hospitals, funeral homes and medical examiners.
“Florida is the second largest state for deaths and the third largest state for births,” Jones noted. “We threw a lot at [the Netsmart system]. “The system works. It allows us to share our service to over 10,000 potential users.”
One of the critical features of the Netsmart system is its ability to support the Fast Healthcare Interoperability Resources (FHIR) standard, which is becoming increasingly important for data exchange between healthcare systems. The system's web-based nature also eliminates the need for other platforms, significantly reducing costs and simplifying the user experience.
Results: Improved Efficiency and Data Integrity
Since the implementation of the new system, Florida has seen significant improvements in the efficiency of its vital records operations. The system's interactive edits, which trigger during data entry, have reduced errors and improved the overall accuracy of the records; reducing, for instance, the time required to register a birth to a mere two to three days, while death records are now registered within six to seven days.
“The ability to update the edits and clean the data on both birth and death allows us to do what we need to even through the amendment process,” said Kenny Higginbotham, Program Administrator at the Florida Bureau of Vital Statistics. The new system also handles a high volume of transactions with ease, processing approximately 700,000 vital records annually and issuing 2.2 million certified record copies each year. The improved efficiency has allowed the department to focus on other pressing priorities, such as digitizing historical records and enhancing customer service.
Looking Forward: A Strong Foundation for the Future
Florida's successful transition to the digital vital records system powered by Netsmart has not only resolved the immediate challenges posed by the legacy system. It has also laid a strong foundation for future advancements. The Department is already looking ahead to additional enhancements, such as the introduction of digital certificates and further integration with electronic health records.
Jones emphasized the importance of ongoing collaboration with Netsmart, noting that the company's commitment to the project has been instrumental in its success. "This has truly been a partnership, not just a vendor relationship. Netsmart has worked with us every step of the way to ensure that the system meets our needs and can grow with us in the future."
